• I think you mean coordinate "planes", not plates.
Here are examples:
3) Video games use them to know where characters are within the game world/environment.
4) Land surveys - where does one plot of land start/stop. Where is the house or other building located on the land.

• the meaning of part is i think only a piece of the fraction but in another term for finding percentage (i think) it means a part that you must multiply or divide to get the answer

• x is first and y is second. if there are two negatives it is quadrant 3 is there is a negative and then a positive it is quadrant 2 if it is positve then negative it is quadrant 4 if it is both positive it is quadrant 1
